War&Sanctions: DIU exposes russian companies producing missiles for the Pantsir
September 30, 2026

The Defence Intelligence of Ukraine (DIU) is publishing on the War&Sanctions portal information on 23 russian companies involved in the production of 95Ya6 surface-to-air guided missiles for russian Pantsir anti-aircraft gun-missile systems.

Pantsir is a family of russian short-range self-propelled anti-aircraft gun-missile systems designed to defend important areas, as well as military and industrial facilities. russia also uses these systems to reinforce its air defence at low and extremely low altitudes and to protect against mass attacks involving air attack weapons.

Since 2023, the russians have been deploying Pantsir systems on the rooftops of buildings in moscow. This year, another modification of the system was spotted there — the Pantsir-SMD-E. Unlike previous variants, it uses small TKB-1055 Gvozd missiles instead of automatic cannons.

Previously, DIU published information on more than 50 companies involved in producing the 72V6 combat vehicle for the Pantsir-S1 anti-aircraft gun-missile system.

Now, data on another 23 companies involved in the production of 95Ya6 missiles has been disclosed. These missiles are the primary medium-range ammunition for various Pantsir modifications.

A key role in the production of these missiles is played by the Shipunov Instrument Design Bureau — the main developer and manufacturer of 95Ya6 missiles. The company is already known for its involvement in producing weapons for Orion unmanned systems, Krasnopol guided artillery shells, and cannons for Su fighter jets.

At the same time, around one-third of the companies whose information is being published today are not subject to sanctions by any country in the sanctions coalition.

Among them are:

  • ▪️ Komponent plant — manufacturer of proximity target sensors for 95Ya6 missiles;
  • ▪️ Sergo Ordzhonikidze Saratov Electrical Instrumentation Plant — produces and supplies radiation and power supply units for these missiles;
  • ▪️ Tambov Elektropibor plant — manufacturer of control and steering systems for 95Ya6 missiles.

DIU emphasizes that effectively weakening the aggressor’s military capabilities requires synchronized restrictions against companies involved in producing the full range of russian weapons, rather than only offensive systems.

Air defence systems, including Pantsir, protect russian facilities that produce cruise and ballistic missiles, as well as russian military formations during offensive and defensive operations on the territory of Ukraine, and other important facilities in russia.

Weakening this protection system will provide an additional significant argument for the russian authorities to sit down at the negotiating table and work towards a just peace.
