War&Sanctions: DIU Publishes Data on Vessels Used by russia to Transport Oil, LNG, and Stolen Ukrainian Grain
The Defence Intelligence of Ukraine (DIU), in the “Marine Vessels” section of the War&Sanctions portal, publishes data on 26 vessels used by russia to transport grain from the temporarily occupied territories of Ukraine, russian oil and petroleum products, as well as liquefied natural gas from the sanctioned “Arctic LNG 2” project.
The export of energy resources remains one of the main sources of funding for russia’s war against Ukraine. russia also uses the theft and export of Ukrainian agricultural products as a tool of influence over other states, in particular, to secure political and economic benefits.
The published vessels include:
- oil tankers transporting russian oil and petroleum products from ports in the Black Sea and Baltic regions on behalf of “lukoil”, “rosneft”, “surgutneftegas”, “novatek”, “tatneft”, and “gazprom”;
- dry cargo vessels transporting agricultural products from the temporarily occupied territories of Ukraine through the ports of Berdiansk, Sevastopol, Kerch, and Feodosia;
- LNG carriers transporting liquefied natural gas from the sanctioned floating storage unit SAAM FSU (IMO 9915090), where LNG from the sanctioned “Arctic LNG 2” project is accumulated.
18 of the 26 published vessels are not subject to sanctions by any of Ukraine’s partner countries. In particular:
- the LAMAR S bulk carrier (IMO 9154505), which repeatedly loaded wheat in 2026 at the Avlita terminal (Aval LLC) in temporarily occupied Sevastopol for subsequent delivery, including to Syria;
- the NAYA FALCON general cargo vessel (IMO 8033120), which in 2026 transported baking soda and pelletized wheat bran from Sevastopol to Egypt and Cyprus;
- the GREGAL tanker (IMO 9378876), operated by Cymare Navigation FZC (UAE), a company affiliated with the russian “sovcomflot”.
Coordinated sanctions efforts and the detention of vessels involved in violations are essential to restricting the aggressor’s maritime logistics and depriving russia of resources to continue its war.
