russia, the aggressor state, will continue escalating its hybrid warfare against EU and NATO countries unless moscow faces decisive resistance.
This was stated by Lieutenant General Kyrylo Budanov, Chief of the Defence Intelligence of Ukraine, during a speech at the Kyiv Association of Military Attachés on October 14, 2025. The event brought together nearly all accredited representatives of the foreign military diplomatic corps in Ukraine.
According to Budanov, Europe is already feeling the effects of russia's "hybrid war" doctrine.
"Let us have no illusions. putin's true intent is to continue and intensify aggression. His current targets are the countries of the European Union and NATO, which the kremlin views as the main threat to the survival of its authoritarian regime. What we are witnessing in Europe today is only the first stage of russia's 'hybrid warfare' doctrine.
If the kremlin is not stopped and does not face an intense and painful response, its hybrid aggression against EU and NATO countries will only spread and grow," Budanov emphasized.
He thanked international partners for their unwavering support of Ukraine and expressed readiness to deepen cooperation in strengthening global security.
"Ukraine has gained invaluable experience in countering russian aggression in all its forms and stands ready to share this expertise with all nations of goodwill seeking to protect their national interests. We are open to cooperation in the name of lasting peace," Budanov said.
During the event, foreign representatives observed a moment of silence in memory of the Defence Intelligence officers who gave their lives defending Ukraine and laid flowers at the Memorial to Ukrainian Intelligence Heroes.
