War&Sanctions: russia Fails to Fulfill State Defense Order for Kh-59 Air-to-Surface Missiles

The Defence Intelligence of Ukraine, in the "Weapons Components" section of the War&Sanctions portal, has published an interactive diagram and detailed information on 116 enterprises producing the Kh-59M2/M2A missile.

Nearly 50 of these companies—about 40%—are still not under sanctions by any country. Even so, russia is already facing severe difficulties in meeting its state defense order.

A constant shortage of domestic and foreign components, limited production capacity, and repeated schedule disruptions force russian manufacturers to report delays in missile production regularly.

Even "cannibalizing" old systems doesn't solve the problem—russia has been dismantling outdated R95 engines and adapting guidance system components for reuse.

There have been documented cases where, instead of installing active radar homing (ARH), russia has fitted Kh-59 missiles with inert mass-size models. The ARH is the missile's most expensive element and the biggest bottleneck in russian production.

Dozens of russian companies producing electronic components, guidance systems, and other critical parts for the Kh-59 remain outside sanctions lists. Their products enable the adaptation and modernization of turbojet engines, extending the lifespan of weapons used daily to kill civilians in Ukraine.

These examples prove that sanctions are working. Expanding restrictions—especially targeting lower-tier component suppliers—can further slow the production rate of russia's primary strike weapons.

The Kh-59 missile is the sixth interactive diagram published on the War & Sanctions portal, exposing the inner workings of russia's "death machine."
