War & Sanctions: DIU Publishes New Findings on Foreign Equipment Used in russian Weapons Production
November 17, 2025

The Defence Intelligence of Ukraine has released new data on foreign-made industrial equipment that russia continues to use in the production of UMPK glide-bomb kits, missiles, and artillery ammunition.

These findings were gathered by participants of the international OSINT hackathon held to mark the first anniversary of the War & Sanctions platform.

Investigators — both teams and independent researchers from Ukraine and abroad — identified the following:

  • the use of Okuma (Japan) and Hision (China) machining centers in the production line of the Universal Planning and Correction Module for aerial bombs manufactured by russia’s Tactical Missiles Corporation.
  • JSC “TsNII Burevestnik” produces stabilizers for mortar rounds using a Performa vertical machining center built by Taiwanese manufacturer AKIRA SEIKI.
  • russian companies that, already after the start of the full-scale invasion, delivered to the Votkinsk Plant (producer of Iskander and Yars-class missiles) Chinese KEDE and WMT machines, as well as Taiwanese ECOM VL-12i milling centers.

The newly collected data is now being used to support sanctions initiatives and restrict the production capabilities of russia’s military-industrial complex.

Over the past 18 months, the War & Sanctions platform — developed and maintained by the Defence Intelligence of Ukraine — has become a global tool for documenting and exerting pressure on the aggressor state.

More than one million users worldwide have accessed the platform, including government agencies, financial institutions, major corporations, and civil society organizations. International media regularly cite its materials.

We thank all hackathon participants for contributing information that is already helping limit russia’s resources and strengthen international sanctions pressure.
