The Defence Intelligence of Ukraine has added new profiles to the “Child Kidnappers” section of the War & Sanctions portal, detailing ten individuals involved in spreading russian propaganda to Ukrainian children in temporarily occupied territories.
The aggressor state continues its policy of cultural genocide by extending the all-russian “Zemsky Teacher” program to occupied regions of Ukraine. Under this initiative, russian teachers relocate to the temporarily occupied territories and work in local schools.
The occupied areas of Donetsk, Zaporizhzhia, Luhansk, and Kherson regions have been designated by the kremlin as priority zones for the program. Educators who agree to relocate and work there receive double compensation payments of 2 million rubles.
The goal of this policy is to create a controlled educational environment, ideologically reprogram Ukrainian children, and impose a russian identity on them.
Some russian teachers participate for personal or ideological reasons.
For example, tatyana belaborodova, a teacher of russian language and literature, moved from russia’s khabarovsk krai to the village of Komyshuvate in the Mariupol district of Donetsk region. One of her motives, as she stated, was to be “closer to her husband,” who is taking part in russia’s war against Ukraine as a member of the russian armed forces.
Identifying those who organize and carry out such actions is a critical step toward restoring justice and ensuring accountability for crimes committed against Ukrainian children.
