WAR & SANCTIONS: Ukraine's Defence Intelligence and Center for Countering Disinformation Expose Ten kremlin Propagandists

The Defence Intelligence of Ukraine (DIU), in cooperation with the Center for Countering Disinformation, has published a new list of ten pro-kremlin propagandists in the "kremlin Mouthpieces" section of the War & Sanctions portal.

These individuals actively spread russian narratives and disinformation and form part of the kremlin's global propaganda machine.

This update includes not only russian "war correspondents" and "political analysts" but also two foreign agents of influence:

  • Yaakov Kedmi (Kazakov) is a former Israeli diplomat and propagandist who uses his background to promote Russia's foreign policy and war against Ukraine to international audiences.
  • Graham Phillips – British freelance journalist and blogger who has collaborated with russian state media such as RT and Zvezda since 2014. He has received awards from russian occupation authorities and, in 2024, was granted political asylum in russia.

Other figures added to the "kremlin Mouthpieces" list:

  • maksim shugalei – a key figure in russia's "soft power" efforts, particularly in Africa and the Middle East, associated with the Foundation for National Values Protection and the Wagner Group. He was detained in Libya (2019) and Chad (2024) on charges of election interference.
  • ilya yansen, a propagandist and blogger who joined the russian military effort after the full-scale invasion, abandoned his prior commercial and political ventures.
  • timofey vasilyev ("Vi") – founder of War on Fakes, a site claiming to "fact-check" war-related information but spreading disinformation. He was involved in the Doppelgänger operation, which created fake websites imitating Western media to disseminate russian propaganda.
  • aleksey kostylyov – founder and editor-in-chief of the propaganda outlet Readovka.news and its associated Telegram channel.

The "kremlin Mouthpieces" section was launched in December 2024 as a joint initiative between DIU and the Center for Countering Disinformation under Ukraine's National Security and Defense Council. It has identified 120 individuals involved in spreading Kremlin narratives and war propaganda.

The Defence Intelligence of Ukraine reminds: every war crime committed against the Ukrainian people will be met with just retribution.
