War & Sanctions: Ukraine’s Defence Intelligence Publishes Information on 243 Russian Enterprises within rostec Corporation
April 28, 2025

The Defence Intelligence of Ukraine has published detailed information on 243 enterprises that form part of russia’s state corporation rostec's three most critical holdings via the War & Sanctions portal.

rostec’s enterprises, responsible for over half of russia’s total arms and military equipment production, play a crucial role in supplying the aggressor’s army with the tools necessary for waging war against Ukraine.

The latest portal update focuses on:

  • High-Precision Systems Holding, which includes enterprises developing and manufacturing systems such as the Iskander-M tactical missile complex, the Kh-47M2 Kinzhal air-launched ballistic missile, the Pantsir-S air defense system, as well as armored vehicles and Krasnopol precision-guided munitions;
  • United Aircraft Corporation, encompassing russia’s key aircraft manufacturing enterprises responsible for the production, modernization, and maintenance of Su and MiG multirole fighters, Tu strategic bombers, and Il military transport aircraft;
  • United Engine Corporation, which consolidates 78 enterprises specializing in the development and production of engines for missile systems, aircraft, and naval vessels.

The new section provides identification data for these enterprises, their roles within rostec’s structure, details on sanctions imposed against them, equipment used, and organizational and subordination charts.

Responsible businesses are encouraged to use this information to screen their counterparties for ties to rostec and make informed decisions about terminating cooperation.

By doing so — alongside coordinated sanction efforts by partner countries — supply chains will be disrupted, and russia’s military production rates will slow down. It will also prevent unsanctioned rostec structures from circumventing international restrictions.

Ultimately, this will weaken russia’s and its allies’ abilities to develop new weapons and participate in international joint ventures. Furthermore, cutting rostec’s revenues will diminish its capacity to manufacture and upgrade weaponry.

Ukraine’s Defence Intelligence continues its efforts to isolate russia’s military-industrial complex from global markets and to restrict its supply chains.
