War&Sanctions: DIU and CCD Expose New Cohort of Kremlin Propagandists
May 18, 2026

The Defence Intelligence of Ukraine (DIU), in cooperation with the Center for Countering Disinformation (CCD), has published data on ten russian public figures under the "Mouthpieces of the kremlin" section of the "War&Sanctions" portal. These individuals spread radical anti-Ukrainian rhetoric, manipulate socially significant information, and actively support the war against Ukraine.Among them are military correspondents, bloggers, writers, and journalists united by a common effort to distort facts in order to shape public opinion toward the acceptance and approval of russian military aggression:

  • ilya tumanov — a russian aviation blogger, captain of the russian armed forces, and author of the "fighterbomber" Telegram channel dedicated to military aviation. He supports the armed aggression against Ukraine and assists the russian military with supplies and meeting current logistical needs;
  • viktor shvykov — a blogger and author of the "reverse side of the medal" (rsotm) Telegram channel, which is linked to wagner-affiliated information networks. He is one of the founders and president of the "combat veterans fund" and a former member of the wagner PMC. He disseminates anti-Ukrainian rhetoric, combat zone footage, and publications aimed at popularizing the activities of the wagner PMC;
  • anastasiya kashevarova/dubnyak — a russian media manager, author of the "anastasiya kashevarova" Telegram channel, founder of the "ordenfeliksa" holding, co-host of the propaganda show "podrugi zet," and co-founder of the "zhenskiy front" autonomous non-profit organization. She is actively involved in supporting russian servicemen and their families;
  • katerina agranovich — a russian journalist, media strategist, member of the supervisory board of the public support center for defense innovations, and author of the propaganda Telegram channel "ekaterina agranovich" (formerly "katRusya"). She voluntarily obtained a passport of the so-called "dpr," served as putin’s proxy in the March 2024 presidential election, and actively participates in implementing information campaigns to support the occupation regime and the "russkiy mir" (russian world).

Currently, the "Mouthpieces of the kremlin" section of the "War&Sanctions" portal contains information on 191 representatives of russian propaganda who justify the aggression and war crimes of the russian federation, support violence, promote russian narratives, conduct targeted information operations, and attempt to influence public opinion in various regions of the world. Their voices, along with any of their activities and initiatives, must be blocked across the civilized world.

The DIU and the Center for Countering Disinformation call for personal sanctions to be imposed on the representatives of the russian propaganda apparatus. Specifically, this includes restricting their entry, freezing their financial assets, and terminating any media or commercial cooperation with them.
