War & Sanctions: Defence Intelligence of Ukraine and the Center for Countering Disinformation Expand the “Blacklist” of russian Propagandists
March 25, 2026

The Defence Intelligence of Ukraine, in cooperation with the Center for Countering Disinformation under the National Security and Defense Council of Ukraine, has published information on five russian bloggers, war correspondents, and public figures in the “Kremlin Mouthpieces” section of the War & Sanctions portal.

These individuals are involved in russian disinformation campaigns aimed at justifying the war against Ukraine and discrediting the Ukrainian Armed Forces.

The latest update once again demonstrates the systematic and state-coordinated nature of russia’s propaganda efforts.

Among those included in today’s release are:

  • vladimir agranovich — a russian film director who received state grants to produce propaganda content about Donbas and was awarded for his activities in the cultural sphere in the so-called “new territories”;
  • sergey kolyasnikov — a member of the Bloggers’ Council under the State Duma of the russian federation, author of a personal Telegram channel, and a regular contributor to russian state-aligned media outlets such as Lenta.ru, Gazeta.Ru, and RIA Novosti;
  • stalina gurevich — a russian public figure and lawyer, serving as an expert at the NGO “Monitoring Center for Identifying Dangerous and Prohibited Content.”

Russian agents of influence and propaganda voices must be restricted globally.

The Defence Intelligence of Ukraine and the Center for Countering Disinformation call on countries of the free world to take decisive action against the aggressor’s “propaganda forces”, including the imposition of personal sanctions, restrictions on public and financial activities, entry bans, and the complete termination of any form of cooperation with individuals who support russia’s war through information operations.
