War & Sanctions: The DIU and the CDC fight russian propaganda

The Defence Intelligence of Ukraine and the National Security and Defense Council's Center for Countering Disinformation launched a new section, "Kremlin's Mouthpieces," on the War & Sanctions portal. The section will include a list of russian propagandists and media managers.

The weaponization of information is part of russia's military doctrine. Today, the Kremlin wages war not only with missiles, tanks, and guns. Its information warfare has no clearly defined front line and is spreading worldwide.

By investing significant resources in it, the russian authorities are trying to destabilize Ukraine and the world, influence political processes, and shape public opinion in different regions of the planet in their own aggressive interests. In the first year of the war alone, Russia Today in Arabic increased its reach by 10 million users. In the budget for 2025, russia has allocated $1.42 billion to finance propaganda. Russia spends about half a billion dollars a year on creating propaganda by non-state actors.

Russian propaganda supports violence, glorifies the russian armed forces, justifies aggression and war crimes, uses dehumanization and hatred of Ukraine as fuel for war, and challenges Ukraine's ability to continue the fight.

It has a face that the world should know - to block, impose sanctions, ban entry, close bank accounts, and stop cooperation.

Today, for this purpose, the DIU and the CPD are publishing the first list of 55 people:

  • Valery Gergiev - russian conductor and personal friend of putin. He supports the annexation of Crimea and the war against Ukraine. After the world's theaters and philharmonic societies refused to cooperate with Gergiev, funding for his charitable foundation by VTB Bank, russian Railways, Sberbank, oligarch Alisher Usmanov, the Moscow government, and other state organizations increased tenfold. Putin has already transferred the second-largest theater in russia to Gergiev himself. At the same time, Gergiev owns real estate in the United States and Italy.
  • Vladimir Tabak organizes putin's support campaigns, is responsible for the PR of the russian Ministry of Defense, and creates fake news about Ukraine. He manipulates the results of sociological surveys and develops "dark stories" for the russian media. In the budget for 2025, russia has allocated $1.42 billion to finance propaganda.
  • Kristina Potupchik manages one of the russian presidential administration's key contractors for spreading "viral" online propaganda on social networks and messengers. She also owns a network of anonymous pro-government Telegram channels.
  • Semen Pegov is a russian "military commander" who is a GRU agent with whom he coordinates his actions and texts.One of the key figures in russian attempts to destabilize Odesa.
  • Alexander Dugin is the leading ideologue of the "russian world" and has ties to right-wing radical politicians in the United States and the EU. Dugin's International Eurasian Movement organization has branches in 29 countries. In early December, Dugin spoke online at the "Daria Dugina Days" opening in Serbia, which was co-organized and attended by "experts" from Italy, France, and the Czech Republic.
  • Mikhail Galustyan is a russian comedian and Ramzan Kadyrov's friend. As the president of the Federation of Military Tactical Games, Galustyan directly supported the construction of a training ground for volunteers to participate in the war against Ukraine.
  • Alexander Marshal (Minkov) is a russian singer, a member of the putin team, and a member of the public council of the russian Ministry of Defense. In 2023, he personally supported the initiative to pay financial assistance to the russian military for the destruction of Leopard tanks transferred to Ukraine. He is a member of the "propaganda brigade of russian radio," which gives concerts for the russian military and collects and delivers volunteer aid to them. He was involved in attempts to influence the 2024 US presidential election and a campaign to create deepfakes about American, European, and British public figures.

The section will be updated with new "mouthpieces" so that none will be left out.
