Servicemen of the Russian Armed Forces who took part in combat actions in Ukraine

The Defence Intelligence of Ukraine has identified the personnel of the 18^th SepMRBgd (military unit 27777, disposition of forces are in the settlements Hankala and Kalynivka, the Chechen Republic RF) 58^th army (Vladykavkaz) of the RF Armed Forces’ Southern MD, who are executing criminal commands of Russia’s military and political leadership and are taking part in Russia’s armed aggression against Ukraine on a rotational basis. The personal information of some Russian officers, warrant officers and sergeants, who are taking part in the hostilities on the temporarily occupied territory of Ukraine on a rotational basis within the tactical groups of the 18^th SepMRBgd, has been ascertained (transliterated from Russian):

junior sergeant of the RF AF MORGUN Sergej Jurevich, born 25.11.1975, passport of RF citizen # 96 00 231700, issued by the DIA of Naursk region in the Chechen republic on 11.07.2002, sustained minor combat injury on 18.08.15 on the territory of Ukraine, underwent treatment in a municipal hospital in the city of Kujbyshev, Rostov region.

We would like to make a brief reference to the fact that the staff of the 18^th SepMRBgd of RF AF took part in the annexation of the Crimea since the very onset of Russia’s armed aggression against our state. On 24 August 2014 the “Vostok” (East) battalion, mainly staffed by ethnic Chechens, was redeployed to the territory of AR Crimea via a ferry crossing across the Kerch Strait.

In the middle of April 2014, in order to prevent possible opposition on ethnic grounds between the Chechens and Crimean Tatars, RF AF Command adopted the decision to withdraw the “Vostok” battalion of the 18^th SepMRBgd from the Crimean territory, which was redeployed via the Kerch ferry crossing to the RF and has taken part in subversive and terrorist operations in the Donetsk and Luhansk regions since June 2014.The evidence of its participation in the events in the East of Ukraine was obtained on 13 June 2014, when ATO forces captured an armored vehicle “Grad” MLRS, which contained documents indicating its connection to the 18^th SepMRBgd.

In the end of October 2014, the battalion tactical team (BTT) of the 18^th SepMRBgd of RF AF was deployed on the territory of Ukraine, namely the settlements Amvrosiyivka and Komsomolske (Donetsk region). In January 2015, the BTT of 18^th SepMRBgd was engaged in the Donetsk direction (Pisky area), in June same year the afore-mentioned BTT was observed in the area of Yenakiyeve city. At the same time, in the Kamensk-Shahtynskyj area (Rostov region, RF) another BTT of 18^th SepMRBgd of RF AF was deployed on a permanent basis as the reserve command of the Russian occupational forces and on the “Kuzminskij” training facility – the brigade’s reactive-artillery battalion. In July 2015, the company tactical team (CTT) of the 18^th SepMRBgd’s battalion tactical team of RF AF was redeployed from the Yenakiyeve area to the area of Luhansk.

Since November 2015, considering the relative stabilization of the situation in the East of Ukraine and the “standstill in the conflict”, the Command of Russian occupational troops has partially withdrawn the regular units of RF AF from the territory of Ukraine. With this intent, the BTT of 18^th SEpMRBgd was redeployed to the area of Krasnyj Luch, from where the units took part in the hostilities in the Donetsk direction, inter alia in the area of the Donetsk airport.

As of July 2016, on the temporarily occupied territory in the east of Ukraine there are two company tactical teams of 18^th SepMRBgd of FR AF in the area of the Donetsk city and the settlement Krasnyj Luch, which are performing “service and combat” missions on a rotational basis. One CTT of 18^th SepMRBgd of RF AF is permanently on stand-by in the “Kadamovsk” training facility (Rostov region, RF).

We would like to remind about the inevitability of punishment for war crimes that have no statute of limitations, and the amenability for which is stipulated by the provisions of international and national criminal law.
