“russian helicopters”: at the bottom of the Kyiv Sea and on the War&Sanctions portal
February 20, 2026

On the anniversary of russia’s full-scale invasion, the Defence Intelligence of Ukraine (DIU) has published on the War&Sanctions portal data on 34 enterprises of the JSC “russian helicopters” holding company, part of the state corporation “rostec.”

Four years ago, dozens of russian Ka-52 and Mi-8 helicopters flew at low altitude toward Hostomel Airport near Kyiv with the objective of seizing it and creating a bridgehead for an advance on the capital.

Special operations forces of DIU, National Guard fighters, and other units of Ukraine’s Defense Forces thwarted the enemy’s plans and held the airfield during the first critical hours of the invasion.

Today, in the “Military-Industrial Complex of the Aggressor” section of the War&Sanctions portal, DIU publishes information on russian enterprises that develop, manufacture, repair, and service russian helicopters, including those involved in the Hostomel operation: Ka-52 “alligator” reconnaissance and attack helicopters and Mi-8 transport helicopters.

Fourteen of the enterprises published today have not been subjected to restrictions by any country of the sanctions coalition over thirteen years of the russian-Ukrainian war and four years of the full-scale invasion.

Among them:

  • JSC “VR-SERVICE” — a service company performing major overhauls and modernization of Mi and Ka helicopters;
  • LLC “VR FOUNDRY PRODUCTION,” which manufactures magnesium castings for the holding’s enterprises;
  • Ulan-Ude Blade Plant, which produces rotor blades for Mi-series helicopters.

The experience of the russian-Ukrainian war, and in particular the enemy’s Hostomel operation, demonstrates that restricting the aggressor state russia’s capabilities in the development, production, servicing, and repair of helicopters is critically important to reducing the enemy’s offensive potential.

Such restrictions must also extend to the civilian helicopter industry due to the high level of compatibility between “civilian” and “military” versions of various helicopter types, including the Mi-8 — the most widely used helicopter in the rf armed forces.

Comprehensive sanctions against russia and assistance to Ukraine today are the only chance for democratic states to prevent the spread of war across the European continent and to other parts of the world.
