The greatest fears of the aggressor state, russia, remain the collapse of putin's regime, a change in leadership, internal destabilization, and the potential disintegration of the russian federation.
This was stated by Major General Vadym Skibitskii, Deputy Chief of the Defence Intelligence of Ukraine, during his address at the Kyiv Stratcom Forum 2025.
"russia's leadership is afraid of several things. First, it's the destabilization of the regime and a change in power. Second, internal unrest within the aggressor state itself – after all, it is a vast, multiethnic country. And the third major concern is to prevent any fragmentation or collapse of the russian federation, to preserve it in its current form," he noted.
According to Skibitskii, these fears are effectively leveraged in the fight against the aggressor.
"Of course, we're fully aware of this. Take it into account," Skibitskii added.
He also reminded the audience that moscow continues to employ hybrid warfare tactics, committing war crimes while spreading disinformation.
"The night of April 24th as an example – heavy shelling and missile strikes. The narrative being pushed is that russia's main objective was the destruction of defense industry facilities. I'm certain that this version will dominate russian messaging across European media. But the reality is quite different. The mission of strategic communications is to reveal the truth," said Skibitskyi.
