The right to exercise the will had only those who had passport of Ukrainian citizen. To participate in voting, those who wish filed an application to department of State Register of Voters and received permissions. Many servicemen voted out of the place of permanent stationing of their military units.

In Donetsk and Luhansk regions, 600 servicemen from 18 units of the Armed Forces of Ukraine were involved to accomplish tasks on guarding of voting precincts, convoy of vehicles of election commissions and so on.

In whole, the leadership of the Armed Forces of Ukraine created favourable conditions for implementation the constitutional duty to take part in off-year election of the deputies of Verkhovna Rada of Ukraine by participants of counterterrorist operation.
