Lieutenant General Kyrylo Budanov, Chief of the Defence Intelligence of Ukraine, stated during a panel discussion at the annual meeting of Ukrainian ambassadors that russia is planning to allocate approximately $1.1 trillion for rearmament by 2036.
This is the largest russian military buildup since the collapse of the Soviet Union.
"A full-scale mobilization of russian politics, economy, and society is underway in preparation for a future large-scale war," said Budanov.
As part of its military reform, russia has already created two new military districts — the moscow and leningrad districts — and plans to form new divisions, brigades, and military units.
Budanov warned that russia is attempting to dismantle the current global security and economic order. moscow is expanding its footprint in Africa through proxy forces such as the Wagner Group and the so-called "African Corps", while also backing authoritarian regimes and terrorist organizations worldwide.
In parallel, russia is conducting hybrid operations, including information warfare and cyberattacks, across various countries. Through state-controlled media and influencers, it seeks to interfere in democratic processes.
"moscow aims to impose its vision of a future global order — one where so-called 'great powers,' led by the russian federation, hold absolute control over critical resources and decide the world's fate behind closed doors," Budanov emphasized.
He also thanked Ukraine's diplomatic corps for its critical role in building international support and for effective cooperation with the DIU, particularly in joint missions to evacuate Ukrainian citizens from dangerous regions.
