Occupants faced the big challenges with their preparations, in particular, because of the Ukrainian Armed Forces' success, active Ukrainian resistance movement, and public sentiment, which continues to stay on the Ukrainian side. Thus, to legitimize pseudo-referendums on the international scale, russians prepare “independent observers”, among which there may be European Union citizens.

Terrorists are going to engage in conducting the pseudo-referendums the following personalities:

• Gunnar Lindemann, member of Parliament of the Federal state of Berlin from the party "Alternative for Germany";
• Ulrich Oehme, representative of "Alternative for Germany" party and former deputy of the Bundestag;
• Maurizio Marrone, head of the so-called DNR "representation" in Turin (Italy) and the regional adviser of the "Brothers of Italy" party;
• Xavier Moreau, co-founder of the Centre for Political and Strategic Analysis "Startpol" (France);
• Aleksandar Djurdjev, head of the "Serbian League" party;
• Palmarino Dzocatelli, head of the so-called DNR "representation" in Verona (Italy);
• Kris Roman, head of the so-called DNR "representation" in Belgium;
• Johan Bäckman, director of the so-called DNR "representation" in Finland.

The presence of the “independent observers” should help Russia to create the vision of "legitimate voting" for the world.
