National Police of Ukraine, with Support from Defence Intelligence, Identifies and Charges War Criminals from the "Izolyatsia" Torture Prison
October 8, 2025

The National Police of Ukraine, under the procedural guidance of the Office of the Prosecutor General and with the assistance of the Defence Intelligence of Ukraine, has identified and officially charged two terrorists from occupied Donetsk — agents of the so-called "Ministry of State Security of the DPR" — responsible for war crimes committed against a local civilian woman.

The perpetrators — Viktor Denysenko (born May 11, 1994, registered in Makiivka, Donetsk region) and Oleksandr Belikov (born September 29, 1990) — forcibly entered the home of a mother of two, unlawfully detained her, and imprisoned her in the "Izolyatsia" torture camp, where she was subjected to brutal abuse for over a month.

According to the investigation, the criminals tortured and sexually assaulted the woman, threatened to send her children to an orphanage, and, under severe duress, forced her to confess to crimes she had not committed. Both individuals now hold collaborator positions within the so-called "Ministry of State Security of the DPR" as "Head of the Anti-Terrorism Department" and "Investigator," respectively.

The suspects have been charged under Part 2, Article 28 and Part 1, Article 438 of the Criminal Code of Ukraine — cruel treatment of civilians committed by a group of persons by prior conspiracy. The charge carries a penalty of up to 12 years' imprisonment with confiscation of property.

The pre-trial investigation is ongoing.

The Defence Intelligence of Ukraine reiterates: every war crime committed against the Ukrainian people will be met with just retribution.
