According to the Decree of the President of Ukraine dated by February 27, 2021 "On Decision of the National Security and Defence Council of Ukraine, dated by February 26, 2021 "On the Application of Personal Special Economic and Other Restrictive Measures (Sanctions)", the head of the intelligence agency of Ukraine Colonel Kyrylo Budanov deprived persons, who were awarded for performing special intelligence tasks during Viktor Yanukovych's criminal regime, of departmental awards of the Defence Intelligence of Ukraine.

The following persons are:

Serhii Yelisieyev - the former Chief of Staff - First Deputy Commander of the Navy of the Armed Forces of Ukraine;

Dmytro Shakuro - the former Chief of Staff - First Deputy Commander of the Navy of the Armed Forces of Ukraine;

Vitalii Zakharchenko - the former Minister of Internal Affairs of Ukraine.
