russian intelligence agencies have created fake humanitarian organizations that pose as legitimate actors allegedly working in prisoner-of-war camps holding Ukrainian captives. These sham groups are being used to justify blocking access for international human rights monitors, including the International Committee of the Red Cross (ICRC).
As of now, there is confirmed intelligence regarding 186 detention sites where Ukrainian prisoners of war are held — and where russian authorities have denied entry to the ICRC and other oversight missions.
These fake entities serve not only as a cover for systemic abuse but are also used in propaganda campaigns and to extract confidential information from families of captured Ukrainians.
Families must remain vigilant. Only contact official Ukrainian government bodies regarding POW issues. Never trust unofficial organizations, regardless of their names or stated goals. Many of these are fronts for russian intelligence, designed to manipulate and mislead.
Any information shared with the enemy will be weaponized against Ukraine and its citizens.
The Coordination Headquarters for the Treatment of Prisoners of War is the only authorized body responsible for negotiating and organizing the return of Ukrainian captives.
