kremlin Expands Military Presence in the Arctic and Prepares Launchpad for Resource Expansion
June 18, 2025

As global warming opens up new strategic opportunities in the Arctic — including access to natural resources and the Northern Sea Route — russia is ramping up its activity in the region. The aggressor state is consolidating its economic and military-technical footprint under the guise of "scientific research."

A key player in implementing russia's Arctic ambitions is the russian State Arctic and Antarctic Research Institute. While officially tasked with scientific objectives, the institute, in practice, functions as an arm of a broader resource-military initiative aimed at:

  • Conducting geological surveys of new oil and gas deposits;
  • Analyzing ice conditions in the Northern Sea to plan future shipping routes;
  • Modeling climate and oceanographic changes through 2035 to support long-term regional exploitation.

Scientific expeditions organized by the institute monitor water temperatures, current strength, and wind dynamics and predict glacier shifts — all of which serve dual purposes for civilian and military operations, including fleet movements.

russia is enhancing its Arctic infrastructure by installing satellite communications systems and another tech that could be used to coordinate the operations of the Northern Fleet and support unmanned systems in the region.

"The world must understand: moscow's so-called 'scientific initiatives' are merely a cover for the next phase of Arctic militarization," said DIU representative Andrii Cherniak. "The aggressor state is steadily turning the region into a staging ground for power projection, logistical control, and resource exploitation. If the international community continues to underestimate these efforts, the Arctic may become the next major flashpoint."
