"Quality, Not Quantity"

September 28, 2022

"Quality, Not Quantity"Mykhailo Podoliak, Adviser to the Head of the Office of the President, said that the issue of additional mobilisation in Ukraine will depend on the situation at the front and what effect the mobilisation in Russia will have.

"Undoubtedly, we understand the mathematics of war much better than our opponents. Therefore, almost from the first days, we actively formed our reserves, structured our personnel capabilities through the Ukrainian Territorial Defence Forces, and actively negotiated about training centres, including with our partners. But war is, of course, a constant process of clarifications, operational-tactical changes, additional logistical actions.

Therefore, firstly, unlike the russians, who will once again send a lot of untrained reserves to the battlefield to show their numbers, it is much more important for us to have well-trained specialists. Because this is not a shooting war, but a war of heavy artillery, sophisticated equipment, and special software. Therefore, today it is important to have specialists, and that is what we do together with our partners. Quality, not quantity…

And secondly, we are closely monitoring how the mobilisation process is progressing in russia. What and how they collect there. What quantity will be sent to the front line. How this number of mobilised people will manifest itself. And our corrections will depend on this, if they are needed... Therefore, I will repeat once again: it is important not just mechanically to talk about mobilisation, about its additional implementation. It is much better, understanding the principles of war, to bet on the training of high-quality specialists, which is significantly more important in modern warfare," said Mykhailo Podoliak, Adviser to the Head of the Office of the President.
